Not quite, but kinda close - she's a character made up by Artgerm ([link]), which he uses to play about with different art styles. The character became kinda popular in her own right (mostly just cuz Artgerm's art is so incredible), and he decided to bring out an artbook of different interpretations of the character. I was lucky enough to have my effort included in the fan-made section of the book.
